period between my own arrival in the Colony and the arrival of my permanent Private Secretary, which I reported in my

727 despatch No.289 dated 23rd May, 1930.

In the previous similar cases the Cadet

Officers have always been appointed to perform the duties of Private Secretary in addition to their ordinary work, and

I understand that arrangements were made accordingly, though

I cannot but think that it must have been extremely inconvenient.

In these days the Private Secretary, who is the only Cypher Officer, has a full day's work, and in Mr. Barrow's case it would not have been practicable for him to perform other duties.

Unfortunately Mr. Harcourt's ruling appears

to have been overlooked and Mr. Barrow was authorized to

draw, in addition to his full pay as a Cadet Officer, an allowance at the rate of £150 per annum, being half the salary at that time of Private Secretary, together with the appropriate Exchange Compensation Allowance.

On the general question, I am inclined to think that it would be reasonable to pay a Cadet Officer a special allowance of $100.00 a month, while acting as Private Secretary, in addition to his own pay as a Cadet. I find that an allowance of a like amount is paid in such circumstances in Malaya. Although such an officer may only be performing the duties of Private Secretary, the work, more especially that connected with cypher telegrams, usually entails overtime. I therefore ask for Your Lordship's

approval of this suggestion.

In the case of Mr. Barrow, I deprecate his

being called upon to make any refund, as the allowance was
